Advocacy Consultative Commission (CCA)

In order to mitigate the challenges that are presented to the business environment, Britcham acts very actively in the defense of guidelines and interests of its associates before the most diverse governmental spheres of Brazil and the United Kingdom. To this end, it counts on the performance of an Advocacy Consultative Commission (CCA) that works on the reception of the guidelines and suggestions of transversal themes, performs the proper alignment with the mission, vision and strategy of Britcham, as well as interfaces with the thematic committees for the sectorial demands.

Within the scope of CCA‘s activities, initiatives that add high value to companies are organized, such as holding meetings with government representatives and CEOs of companies, publishing institutional positions to defend companies’ interests, organizing open events to exchange experiences and knowledge, participating in public consultations, etc. CCA is composed of professionals working in the areas of government relations, institutions and related topics, which are nominated by the associated companies and appointed by the Board of Directors of Britcham.

For 2026, CCA‘s mission is to address and facilitate the access of Britcham members to the authorities related to the strategic agenda of Advocacy, which includes 3 (three) key themes: tax issues (aiming at the simplification of taxes and the realization of trade agreements), climate issues (linked to the agenda of environment, sustainability, world climate conference, ESG, among others) and regulatory issues (aimed at improving the business environment).

Aline Siqueira
Manager of Institutional and Government Relations at Unilever

Curriculum

Aline Siqueira is from Santo André, the eldest daughter of Maria Celina and Clair, one of the “three girls,” and granddaughter of Mrs. Rosalva, which greatly shapes her story and personality. Mother of Jhonny and passionate about her dogs and traveling.

Senior leader in Communication and Corporate Affairs, with over 20 years of experience in large companies such as Telefônica-Vivo, Unilever, B3, and Itaú. Specialist in aligning institutional relations and communication with business objectives, she has solid experience in crisis and reputation management.

With a degree in Journalism and a postgraduate degree in Marketing from Faculdade Cásper Líbero, she stands out for her strategic work in advocacy, stakeholder management, and brand strengthening. Currently, she leads government and institutional relations strategies, integrating networks of influence with regulators and sector associations, as well as heading crisis management at Unilever Brazil.

Acts in building strategic dialogues between the private sector, trade associations, and the public sector.

Daniela De Fiori
Vice-Presidente de Comunicação da Diageo

Curriculum

Daniela de Fiori is an executive passionate about talent development and building high-performance teams, committed to results that positively transform society. Daniela has been working for almost 30 years in multinationals in the areas of ESG, public policies, communication, diversity and inclusion, and corporate reputation in C-Level positions for Brazil and Latin America.

Married and a mother of two teenagers, Daniela holds an Economics degree from FEA/USP, with studies in Journalism and a Postgraduate degree in Public Relations from ECA/USP. Her commitment to continuous learning includes completing the course for Board Directors at IBGC, as well as specializations in ESG from Oxford University and Leadership from Northwestern University Kellogg, in Chicago.

Currently, she is the Director of Corporate Relations at DIAGEO for Latin America and the Caribbean, where she leads the areas of Public Policy, Communication, and ESG. Before DIAGEO, Daniela served as Vice President of Corporate Affairs and Sustainability for 12 years at Walmart, gaining extensive experience in corporate governance, ESG, mergers and acquisitions (M&A), and organizational change. Her career began at Cargill, where she started building her expertise in business and sustainability. She has also worked as a consultant serving NGOs and the private sector.

In addition to her corporate work, Daniela has actively contributed to boards and directorates of sector associations, as well as being the founder of the Women 360 Movement, a founding member of the Brazilian Women for Sustainability Network, having led the creation and presided over the Board of the Walmart Institute and the DIAGEO Institute, and having participated in spaces such as the São Paulo City Council. She has published articles on sustainability in the retail value chain and was recognized as a finalist for the Cláudia Magazine Woman Award in the Business Women category.

Francisco Bulhões

Francisco Siemsen Bulhões Carvalho da Fonseca, better known as Chicão Bulhões, is a lawyer graduated from PUC-RIO. He was Secretary of Urban and Economic Development of the city of Rio de Janeiro, a state deputy, as well as chairman and creator of Invest Rio. He is currently Head of Institutional Relations at PRIO, the largest independent oil and gas company in Latin America.

Giuliana Puglia
Senior Consultant at Control Risks

Curriculum

Giuliana Puglia is a Senior Consultant in the Regulatory Risks and Investigations area at Control Risks in Brazil. She has solid experience in conducting compliance investigations and audits, working on cases related to corruption, fraud, conflicts of interest, and financial irregularities. She works in highly regulated sectors such as healthcare, infrastructure, energy, and fintech, advising Brazilian and multinational companies on strengthening integrity programs, governance, and internal controls. She holds a bachelor’s degree in International Relations from the Pontifical Catholic University of São Paulo and has experience with Brazilian and international regulatory frameworks, including the Anti-Corruption Law, the UK Bribery Act, and the FCPA.

Germana Cruz

CEO for Latin America at Standard Chartered

Curriculum

Germana Cruz is currently CEO for Latin America, responsible for Standard Chartered’s franchises in Argentina, Brazil, Colombia, and Mexico. Germana joined Standard Chartered in August 2003 as Director of Financial Institutions in Brazil. In November 2015, she began managing the Financial Institutions business in Brazil and Latin America, and from January 2020 to January 2026, she was CEO and Director of Financial Institutions for Latin America.

His career has been focused on the banking sector, where he held various positions, including back-office roles in foreign exchange, product specialist, and relationship manager for national and international banks over the past 30 years.

Before joining Standard Chartered, Germana was Director at Deutsche Bank Brazil as Global Account Manager for Financial Institutions for 2 years and, previously, was Superintendent of the International Area at Banco BMC SA for 6 years, covering International Finance for Banks and corporate clients. Before joining Banco BMC SA, Germana also worked at Société Générale Brazil for 5 years as Manager of the International Area, responsible for foreign currency cash flow and the foreign exchange desk.

Germana represents Standard Chartered Bank as a member of the Latin America Council of Women in Payments, a nonprofit organization focused on mentoring, sponsorship, and promoting the gender equality agenda, as well as providing career opportunities for women in the payments and fintech sectors. She is also a member of the Board of Enactus Brazil, whose goal is to educate, inspire, and support young people to become entrepreneurial leaders and adopt business principles to generate positive social and environmental impact, with a focus on solutions aligned with the United Nations Sustainable Development Goals (SDGs).

Germana has a degree in Economics from Mackenzie University in Brazil. She also has a specialization in Business Administration from Harvard University.

Germana is married and has one son.

Luiz Guilherme Primos is a partner at Primos e Primos Advogados and Vind Aerogeradores. He is a lawyer with extensive experience in the areas of Corporate Law, Corporate Governance, Economic and Antitrust Law, Customs Legislation, Foreign Investments, Labor Law, Consumer Law, and Regulatory Law. He holds a law degree from the Faculty of Law at the University of São Paulo and a degree in Business Administration from Mackenzie University, with teaching qualifications. He also works in corporate litigation, including national and international mediations and arbitrations. He has advised on several M&A transactions in Brazil and abroad, across all sectors of the economy.
